The role will be responsible for **client and subcontractor contracts, work orders, RA billing, contract administration, amendments and variations, commercial compliance, quantity reconciliation, MIS, final account closure and departmental team management**. 1\. JD \- Billing \& Contracts Head The ideal candidate should have extensive experience in large\-scale **residential, commercial, high\-rise or infrastructure projects** and should have independently managed both client\-side and subcontractor\-side commercial activities. **Key Responsibilities** * Lead and manage the complete **Billing \& Contracts Department**, including Contract Managers, Contract Executives, Billing Engineers/Executives and QS/Commercial personnel. * Establish departmental SOPs, workflows, controls, KRAs, KPIs and reporting mechanisms. * Oversee preparation, review, negotiation and administration of **Client and Subcontractor Work Orders**. * Ensure work orders accurately incorporate BOQs, approved rates, payment terms, retention, advances, recoveries, material responsibilities and other commercial conditions. * Review tender scope, commercial conditions, exclusions and contractual risks during **tender\-to\-contract handover**. * Take overall responsibility for timely preparation, submission, certification and reconciliation of **Client RA Bills and Final Bills**. * Monitor project\-wise billing, certification, outstanding amounts, retention, advances, recoveries, deductions and debit notes. * Oversee subcontractor billing and commercial reconciliation. 1\. JD \- Billing \& Contracts Head * Manage **contract amendments, variations, additional works, quantity changes, rate revisions and supplementary work orders**. * Evaluate the commercial impact of variations and escalate significant contractual exposures to management. * Ensure compliance with client and subcontractor contractual terms. * Monitor PBGs, retention, advances, recoveries, payment terms and other contractual obligations. * Identify contractual and commercial risks and ensure timely corrective/escalation action. * Establish and monitor the **Maker–Checker–Approver framework**, including segregation of duties and approval controls. * Ensure proper ERP audit trails, documentation and adherence to Delegation of Authority. 1\. JD \- Billing \& Contracts Head * Lead commercial coordination and negotiations with clients, subcontractors, consultants and other stakeholders. * Coordinate closely with Project, Planning, Finance, Purchase, Estimation and Management teams. * Develop and monitor project\-wise **Billing \& Contracts MIS**, covering work order value, executed value, billed/certified value, outstanding billing, retention, recoveries, pending amendments and final\-account status. * Oversee **final account closure** for both clients and subcontractors, including measurements, quantity reconciliation, variations, deductions, claims, retention and settlements. 1\. JD \- Billing \& Contracts Head * Manage team performance, work allocation, manpower planning, training and development. **Candidate Requirements** * Bachelor's degree in **Civil Engineering, Quantity Surveying, Construction Management or a relevant discipline**. * Additional qualification in Contracts, Commercial Management or Quantity Surveying will be an advantage. * **15\+ years of relevant experience** in construction billing, contracts and commercial management. * Strong experience in **large\-scale residential, commercial, high\-rise and/or infrastructure projects**. * Extensive hands\-on experience with both **Client Contracts and Subcontractor Contracts**. * Strong knowledge of **RA Billing, BOQ, Work Orders, variations, amendments, quantity reconciliation, commercial claims and final accounts**. * Experience managing multiple projects simultaneously. * Proven experience leading a **Billing/Contracts/Commercial team**. * Strong knowledge of ERP systems and commercial MIS. * Strong commercial negotiation, stakeholder\-management and communication skills. * Ability to identify and manage contractual and commercial risks.
